Dear parents and students,

New Carpark and Access Road

As indicated in the last edition of the LJBC Newsletter, the Sports Centre Access Road development is nearing completion, and I am now in a position to provide you with an update on the details of how the new access road will operate and the specific timeline.

It has been very exciting to see our project progressing well to completion, with the following information designed to provide useful information on the College Community use of this valuable asset, which I will address by using the Frequently Asked Questions format.

1. When will the new access road be in operation?

The planned first day of operation of the new access road and parking system is Tuesday 18 June.

2. What will the Carparks be called?

The Shenton Avenue Carpark will be identified as the ‘Gold Carpark’, with the new Sports Centre Carpark identified as the ‘Blue Carpark’. There will also be allocated ‘Green’ and ‘Red’ zones for staff parking.

3. Who can use the new access road and carpark?

Colour coded parking permits will be issued to each College family, based on the year level/s of your students. Only Parents with primary students will be able to access these two car parks, with the youngest sibling determining which park is allocated to the family. Parents who only have secondary students will not be able to use the Gold or Blue Car Parks during pick up and drop off time on school days. The new ‘Blue Carpark’ will CLOSED for parent access from 8:50 am and opening again at 2:45pm each day.

4. When will parking permits be issued?

Parents can expect to receive their family permit between Monday 10 June and Wednesday 12 June.

5. How will I know where to go?

Further details will be available around the same time as the issuing of the permits, via the College Website and direct email. This information will include maps and general traffic flow instructions. Initially, there will be a strong staff presence in the carparks to help with directions, traffic flow and general queries.

6. Will there be a ‘Drop Off’ and ‘Pick Up’ zone in the new ‘Blue Carpark’?

A drop-off and pick up zone has been identified at the front doors of the Sports Centre. Please make your way to this area where a duty staff member will assist you with your requirements.

7. How can I exit the access road via Kennedya Drive?

There will not be a road connection between the carparks, therefore if entering via Kennedya Drive, you will also exit via Kennedya Drive. Like-wise for Shenton Avenue. When exiting via Kennedya Drive, you will be required to turn left only along Kennedya Drive, making your way to the roundabout to U-turn and travel towards Lake Joondalup Drive or continue through to Moore Drive to exit. There is NO right hand turn when coming out of the new access road onto Kennedya Drive.

8. Is there going to be an opportunity to provide feedback and/or make suggestions?

Of course we expect some ‘teething’ challenges and we value and appreciate your feedback and suggestions. We will also be making our own observations and in line with the ‘collective wisdom’ will formulate well considered adjustments to the traffic flow and parking arrangements. We intend to allow the initial system to operate through to the end of the Term 2 (for 3 weeks), formulate any adjustments and then communicate to the parent community prior to the start of Term 3.

9. What do I do if I do not receive my parking permit or if I wish to apply for a change of allocated carpark?

If you have a Primary age student and have not received a parking permit and information by close of business Wednesday 12 June, please contact the Primary School Reception Staff who will help you to be ready for parking on Tuesday 18 June. If you have extenuating circumstances which need to be considered regarding your allocated parking arrangements, please contact the Primary School Reception Staff and they will process your request. It is most likely that this will take 48 hours to turn around.

10. What happens if I have particular circumstances which require closer access, such as a child with an injury?

If you have an injured child or related/similar situation, please proceed to the best access point for your circumstances (regardless of your allocated permit) and communicate as needed with the staff member on duty. Arrangements can also then be made via the Primary School Reception Staff for the duration of your situation.

11. Is there a plan for the Secondary drop off and pick up areas?

There will be more parks available in the College carpark near the Western Oval, with some adjustments to traffic flow to be announced prior to the end of Term 2 in preparation for the beginning of Term 3.

As stated previously, we have been in consultation with Traffic Engineers and the City of Joondalup regarding the efficient use of this new commodity, to ensure the most effective use of the access now available while ensuring maximum safety for drivers and pedestrians. Also, during this process, we have been fully briefed regarding Council compliance and procedure requirements regarding public parking on private land within the City of Joondalup.

We ask the College Community to be patient in these initial stages of operation as we all familiarise ourselves with the usage procedures, so we can ensure we meet our obligations and maximise efficient, safe traffic flow around our College for all.

During the first month of operation we will be recording observations of challenges, bottlenecks and possible adjustments to the traffic flow plan, and in light of this data consider adjustments to the plan, with appropriate communication to the College Community.
